Wipe the surface with some denatured alcohol on a rag. If the paint melts, it's a latex, if it just cleans the surface it's oil. After cleaning and deglossing by sanding, or if oil based, chemically deglossing, coat the surface with a like product.

If it's oil based and you want to change it to oil, apply an oil-based primer as a bridge, then apply a high quality acrylic paint over the primer.
