First make sure all the wallpaper is tight and sticking well to the wall. if there are any loose strips,it's going to make your paint job look bad. Having done that, first use a good primer to cover the wallpaper, then paint with a roller.

∙ 13y agoA bright yellow primer if designed to enhance your top coat and give colours with yellow in them more depth or an inner light.
You could use any shade of yellow over it and get great results.
If you are looking for a bright green the yellow primer will lend a "sunny" look to it. Oranges, rusts and even brown over yellow primer all look good.
