I have heard this problem related to my sons 2000 Monte Carlo. I'm about to change his ignition switch. I tried the resistor, tested the fan, even changed out the whole climate control unit!

Blow-by is an indication of worn rings. While the PCV valve can take up SOME of the blowby gasses, it can't take care of a lot, especially if you have severe blow-by. If you're still getting too much blow-by, it's time to rebuild the engine. Don't just do rings, have the cylinders bored and get new pistons, and while it's apart, replace the oil pump, have the Camshaft checked, replace lifters, polish and/or turn the crank, new bearings, new exhaust valves, replace or recondition all valve guides, and have the head surfaced. It's not very cost effective to just replace the part that has failed. Everything in the engine has worn severely over time, and you'll actually save in the long run if you do the engine right. BTW, don't ever let an engine overheat, that can lead to collapsed rings. Also, keep the oil and filter clean, and make sure the carburater is adjusted and working right and that the air cleaner is doing its job and is clean. Dust in the engine intake can cause rings to wear, resulting in blowby. In general, just make sure the NEXT engine is properly maintained and you shouldn't have blow-by problems.

If it is windy outside, you may be getting just enough of a breeze to blow out the pilot light -even though the covers are shut. My heater is in the garage, and even w/ the garage door shut and the covers on the heater shut, very windy weather can still cause enough of a draft to blow out the pilot. You could try to find something to block drafts around the heater such as a hot water heater blanket.

heater switch needs replaced
When a car runs, it produces heat as a wasted product. This heat is then used to heat up air and blow it at you. This heat will be created even when the heater is off, so using the heater should not lower gas mileage.
Engine size, mileage, symptoms eg: I overheated it, etc... Usually overheating it will do it. Even once can cause you grief. Is the cooling system working? Check waterpump, rad etc.
Heater core (radiator) needs to be cleaned or changed
check the heater hoses going into the fire wall when truck is up to temp and see if one is hot if not heater core has a low flow and a flush may help
MaybeYou may have it on "auto" not off check all switches off You may have a faulty selector switch. Also some vehicles always blow heat even with the heater off.
