I would say no. It sounds like water is entering the combustion chamber from maybe a bad head gasket.
Probably coolant in the oil from a blown head gasket which might also cause excessive steam from the tailpipe and hard starting. The coolant also could get into the oil through a crack in the engine block.
make sure its actually oil and not a mixture of condensation and black carbon..does it feel oily or more watery? oil would usually get burned and cause a light blue colored smoke out the tailpipe
