This depends on the type of enamel paint used:
Floor enamel - May be used for concrete, stairs, basements, porches, and patios.
Fast dry enamel - Can dry within 10-15 minutes of application; good for refrigerators, counters, and other industrial finishes.
High-temp enamel - May be used for engines, brakes, exhaust, and BBQs.
Nail-enamel - Nail-polish.
Model building - This paint is usually sold in 14 ml tinlets (in the UK) and is available through specialist hobbyshops.
You should always use enamel model paints for model making. These paints, by Humbrol, Pactra, Testors and others are good for use on polystyrene and far outlast the acrylics.
Use an enamel undercoater. It covers well and is easy to sand to perfection.
You can use either enamel (oil-based) paint or latex (water-based) paint. If you are using latex paint, you need to use a primer (undercoat) first. The paint store will have a special primer that allows you to paint latex over enamel. If you are going to do this, it is also a good idea to either sand the enamel paint before you paint over it, or wash it with TSP (trisodium phosphate) cleaner to remove the gloss.
you can paint over latex paint with latex enamel.
Yes, enamel paint will go over flat paint.
Rustoleum is made for painting metals.

Yes, some do use that.
It's hard to get a paint to stick to stainless. Use an etching primer and then an enamel-type of paint.
I would use Hammerite or a Tremclad enamel.
Enamel paint is basically a type of oil based paint. It can be defined as a semi or high-gloss paint that levels out all by itself. You spread it evenly with a brush, and then the strokes vanish; it forms an enamel surface. It works superlatively on a distinctive primer that equalizes the surface.
Enamel Paint or stain can be removed with turpentine just remember to use a mask because it stinks
