Nearly all cameras, from the earliest days (i.e. 1830s onwards), have been to some extent portable, otherwise landscape Photography would have been impossible! But I guess you mean 'easily portable', which would be the case from about 1860 onwards. Roll film cameras, bringing casual photography to the masses, were introduced around 1880.

1871, but the first popular portable camera was the kodak, in 1888. It contained a 20ft roll of photographic paper.
