Well you can get a Happiny, which evolves into Chansey, in Hearthome. There's a man that looks like a Hiker in the bottom right-hand corner of the city. So what you do (From the Pokemon Center) is: * Walk down * Take a right when you get to a women that has a blonde pony-tail (If you speak to her then she'll talk about using a Water Stone on her Pokemon) * Keep going right until you bump into a fisherman in red/white. (If you talk to him then he'll talk about how he traveled all the way from the Hoenn region and trying to find the Contest Hall. Also, he'll want to lead you there. If you already let him lead you before, just go to the right until you are standing directly in the middle of the two street lights.) * Go down and stop where the road curves to the left * Take a right and talk to the man by the sign that says, "Rt. 209 Solacieon Town" * He should give you an egg. Also Chansey can be found just around Solacieon Town. What a coincidence-that's just where we were headed!

∙ 12y agoI just my very first one in route 209 Sinnoh while looking for Duskulls. You have to beat the 3rd gym (ghost) to make the people go away so that they don't block the way to route 209. Though note that they are rare, and hard to catch even on red HP, so brings strong balls or lots of regular strength poke balls.

∙ 10y agoYour best chance (no pun intended) would be along Route 13 during a Swarm, which can only be unlocked after unlocking the National Dex. Before that, they have a 1% chance to be found along Route 13, 14, and 15. They can also be found after unlocking the National Dex at the Safari Zone in the Flower Bed Area.
in route 14 in heart gold not sure if its in soul silver too but it is rare in heart gold
obviously the creators of the game realized how worthless that Pokemon is and took it out of the game to make room for great characters such as magikarp and bidoof
Chansey is a swarm Pokemon, and only appears in swarms. On any given day, tune in your radio to Professor Oak's channel. He will say what Pokemon appear to be in abundance and at what location. One day might be Chansey.

To know for sure if a Chansey is holding a Lucky Egg, have a Pokemon that knows the Ability "Frisk", such as a Stantler. Put it into the first slot in your party. When you go into battle and encounter a Chansey, "Frisk" will tell you what it is holding. If nothing happens, then that means Chansey isn't holding anything.
