Who owns the Hubble Space Telescope?

The HST is a collaboration between NASA and the European Space Agency. The Space Telescope Science Institute (STScI) is responsible for the scientific operation of the telescope and delivery of data products to astronomers.


What was wrong with the Hubble Space Telescope?

The problem with Hubble Space Telescope (the HST, or just the "Hubble") was that the primary reflector, that is, the mirror which redirects the incoming light to focus it, was ground using an incorrectly calibrated reference as a guide. This left it "out of focus" in areas farther from the center. There were a couple of checks for accuracy made with secondary references, and they were off, but the "warning" was ignored and the opinion was offered that the two secondary references were not as accurate as the primary reference was. What does the hubble space telescope look like?

From a distant viewpoint, the Hubble Telescope looks like a tiny dot. Coming up closer, it looks a little bit like a elongated cylinder covered in tin foil, similar to the cardboard core of a roll of toilet paper covered in tin foil, with wings (solar panels) attached to both sides.

It doesn't orbit earth faster. The ISS is in a lower orbit with a period of 91 minutes compared to the Hubble's orbital period of 96-97 minutes. Orbital periods generally increase with orbit radius and speed in the orbit decreases with increasing orbit radius.
