If it's truly an original "painting" then it could be worth a lot. It's the kind of thing you might want to sell at Christie's or Sotheby's auctions because that painting of the little girl and her black dog sitting on a dock is famous. It would need to be authenticated, etc. If it's a reproduction, a litho print, then it does have some collectible value and you can check online auction sites to see what it's selling for. What it's WORTH and what it's SELLING FOR can be two different things, but at least you get an idea. It's not going to be a lot of money though because there are one or two of those old prints on ebay all the time.
A balance dock is a variety of floating dock which is kept level by pumping water out of, or letting it into, the compartments of side chambers.
It's very difficult to say, because it depends on size, number of copies if it's a etching. If you can tell more about it, I could tell more. Not is too information, beside if you find in internet there are different prices for the same works.
The best wood to use for a dock is ipe. This is a Brazilian walnut wood that can withstand the marine environment for many years.

When you jump from a floating boat to a dock, the boat is also moving slightly on the water. Your momentum is aligned with the boat's motion rather than the stationary dock, causing you to fall short of the destination on the dock.
I have a painting by G. Fobis and don't know anything other than that - maybe no help at all! The painting is of a captain smoking a pipe in the foreground and in the background, the sea, a dock, and a fishing boat? Hmmm.
