Follow the large wire from the battery.
On the right side of the engine, underneath attached to the bell housing. If the engine is a 302 PLEASE DISCONNECT THE BATTERY before working on the starter as the big cable is live as it is connected directly to the battery.
The starter is located on the right hand side of the engine near the bottom. You can follow the positive battery cable from the battery to the starter.
i had similar problem with 99 wrangler and if its the relay its located in the fuse box.

It sounds like the solenoid is working but the starter is not. Check the wires on the starter. Possibly the starter has gone bad.
