You can't.
To see a Phione, you need to breed a Manaphy with a Ditto, or you can use Astion Replay.
Manaphy is obtainable as an egg when you have beaten Pokemon Ranger, and can be traded to D/P/Pt.
we all know that, some of us don't have Pokemon ranger! and in platinum you cant get ditto cause it ain't on the sinnoh dex!

∙ 13y agoYou cannot catch Phione in HeartGold or SoulSilver. Phione is a legendary Pokemon, and can only be caught through a special event. This means that it is not available through normal game play.

∙ 13y agoUnfortunately, you can only get Phione by breeding Manaphy and a Ditto. You'd have to have a Manaphy from DPPt events or Pokemon Ranger and trade it over to HeartGold to get one.
