Sparta was better in land warfare and discipline. Athens had good naval power , democracy and philosophy.

Sparta is very protected but they separate families and start training little boys at age 7, and barley ever let men come home. Athens are a very cultural city-state and has many achievements on cultural subjects. They are great city-states, but in differant ways.
