It depends if you are talking about which is stronger the answer would be that Sparta is stronger.They had a strong army but Athens had a better navy
or if you want to know which has a better government or better education then the answer would be Athens.

Sparta were not better then Athens and Athens were not better then Sparta. They are great city-states in differant ways. Sparta is very protected but they separate families and start training little boys at age 7, and barley ever let men come home. Athens are a very cultural city-state and has many achievements on cultural subjects. They are great city-states, but in differant ways.
no spartas better because Sparta's women got more freedom, they could marry anyone they want, and they had a right to speak. If someone conquered their neighbors into slaves, the slaves would receive the extra crops which they could sell and then buy their own freedom.
Sparta killed weak babies because in those days they did not have medications to cure the symptoms. So the babies were going to die anyways. Sparta turned their neighbors into slaves, later on if slaves received enough crops the slaves could buy their own freedom.
Sparta used heavy iron rods so they could not steal money so quickly and easily. Sparta was ruled by men ages 60 and over because they had more experience and were wiser and more mature.
