The difference is that a Confederation has a weak federal government and the members in the Confederation are there by choice. In a Canadian Federation the federal government would have total control, or very much more than it does now, and the members would not be allowed to leave or make any major decisions without Canada agreeing.

Disregard the previous answer. A confederacy offers greater powers to their member states, while a federation has a stronger, centralized government. Essentially, a confederation means more choice for it's member institutions, while it joins other powers together. Believe it or not, the slavery issue was just an indicator of a greater problem in American culture.
