Go as far north in National Park as you can, you will see a guy with a gameboy in his hands, go through the fence opening and head east till you come to a rockclimb area. Use rockclimb, go to the top-right most tree and use headbutt on it.

You dont get Arceus in HeartGold. You need to trade one from another HeartGold or SoulSilver or trade one from the Sinnoh region games. WARNIG: IF YOU HAVE AN ARCEUS ON BLACK OR WHITE YOU CAN NOT TRADE IT BACK TO THE JOHTO OR SINNOH GAMES.
You cannot get Glaceon in Pokémon HeartGold or evolve your Eevee into Glaceon in Pokémon HeartGold, in order for you to have Glaceon in HeartGold, you will need to trade it over from Pokémon Diamond, Pokémon Pearl or Pokémon Platinum or you can trade your HeartGold over to Diamond, Pearl or Platinum, evolve it to Glaceon by the Ice Rock that is near Snowpoint City and then trade it back into HeartGold.
