You are obviously asking about ancient Athens. Well, during the years there were different allies to Athens according to what the needs required. At some point it could have been Sparta and then at another they were one against the other.
Anyway, Sparta was mostly allied to Athens when it comes to matters of being commonlt threaten. Thebes and Megara were also traditional allies on account of being close to Athens. Boetians and Corinthians too for the same reason.

Athens and Sparta did not fight each other in isolation. They fought as allies and as adversaries in various conflicts over a couple of hundred years. So Athens did not defeat Sparta or Sparta defeat Athens. They were involved in wider conflicts in the battles.

The Spartan alliance defeated the Athenian alliance in 404 BCE after the Athenian fleet was destroyed at Aigospotamai. Subsequently, Athens and Sparta fought as allies and opponents on several occasions. There was no final defeat. Each waned as a power after the mid 3rd Century BCE.
The Persians tried to control the incessant wars between the Greek city-states which spilt over into the Persian Empire, disrupting its peace and prosperity. Many of the Greek cities resisted this, and an alliance led by Sparta which included Athens repelled a Persian invasion. Athens also provided initial support to Sparta when it faced internal revolt, however this ended when Athens began establishing an empire of its own out of the Greek cities liberated from the Persian control.
