If you want to battle a trainer, go to Pastoria City keep going left if u see a fat trainer whatever he is go in front of him or talk to him. If you want to get one it's pretty hard unless someone in your house has one and is willing to give it to you but then if you go to the GTS (Global Trade Station) in Jubilife City then it's harder than you think.

You don't need a stone in order to get an Umbreon in Pokémon HeartGold and SoulSilver but what you do need in order to get an Umbreon in HeartGold and SoulSilver is an Eeevee and then you have to level it up until it has a high amount of happiness and then evolve it at night which is any time between 8 PM and 4 AM in-game. 0----->> You don't actually have to lvl up a Pokemon to get happiness you can just walk with it in your party or put a sooth bell on it and walk with it in your party . A haircut Is nice also upping its stats with stat potions. If you can get it happy with you with out lvling you can have a Umbreon @ lvl2 and since it starts getting Umbreon attacks (instead of Eevee attack) at lvl 15 you want that critter happy with you BEFORE then. What I would do is get Eevee and then breed it with Ditto and get several lvl1 Eevees and then make them happy with you for Espeon and Umbreon and just use stones on the rest for the other Eevelutions, not sure thought how to get the new ones from DPP though haven't researched that yet. Probably just trade.
