Lawfully? For interpretation purposes? A radiologist. However almost anyone in medicine from an LVN, Naturopath, RN, MD or PhD "could" read it, they couldn't render an interrpretation which you could have "recourse" on. They'd be doing so without liability, as a friend might. Hope that answers your question.
