The piece is actually a print with more than 200 copies in the world. Several people including The Hood Museum at Dartmouth own this piece.
Of course, as long as you don't try to pass them off as originals and have the permission of the original artist (or whover owns rights to the painting)
Its Original Owner was Sam Walton, that's why its Sam's club and WALmart. Hope it helps, though im not sure if he's still alive? :)
The original painting of "The Hay Wain" by John Constable is owned by the National Gallery in London. It was acquired by the gallery in 1857 and has since been a key piece in their collection. The artwork, completed in 1821, is celebrated for its depiction of rural life in England.

It would require more research than is available here. All of Picasso's known paintings are owned, or in the possession of, someone or some institution. You would have to learn who owns the original of the painting you want to use and then determine if that individual/institution requires the payment of a royalty in order to use it.

Granada TV owns the rights. They were the original creators back in 2002, so they hold all rights relating to the program.
