Assuming the question really is "Who took the first picture of the entire Great Wall of China" I do not see how this is possible, given the length of the wall. It would be possible to take a picture of the entire Great Wall from a low-orbiting satelite or space shuttle, except portions of the wall no longer exist, so it would not be the "complete" wall.
He did not firstly build them.He just connected sections of Great Wall that had already been built by other states that he conquered. And the time was when he first conquered all states:221BC

First off, the army did not build the Great Wall of China. It was built by peasants and convicts under the rule of Qin Shihuandi, in the Qin dynasty. There was no given time frame, they were just to complete it as fast as possible. I'm afraid I do not know how many years it took to complete, as it was also added to by the Ming dynasty.
