Why are Pokemon Heartgold and Soulsilver in the same generation as Diamond Pearl and Platinum?

Pokémon HeartGold and Pokémon SoulSilver are in Generation 4, the same Generation as Pokémon Diamond, Pokémon Pearl and Pokémon Platinum because nothing is new in HeartGold and SoulSilver in terms of attacks, items or Pokémon and Pokémon alternate forms.
