I believe it is because most people are right handed and wipe with their right hand. By putting the flush handle on the left, most people will use their left hand to flush, theoretically, the cleaner of the two hands.

On a RWD vehicle the engine is mounted front to rear. Sitting in the driver's seat, the left side of the engine is on the left side of the car. On a FWD vehicle the engine is mounted sideways. Standing looking at the side of the engine where the transmission is connected, to your left is the left side of the engine. Normally the transmission is mounted on the driver's side of the vehicle, so the left side of the engine would be the side closest to the radiator. On a RWD vehicle the engine is mounted front to rear. Not sure what you are asking. All toilets have a bowl. You generally push the handle down on the front or side of the tank. If you are asking how to flush with a bowl of water, it takes a bucket of at least 2 gallon. Just pour it into the bowl about as fast as it will take it. At some point, there will be enough water in the bowl to flush it.
