You should be able to. Once you've defeated the other six Kanto gyms, head to Pallet Town and surf south. Some of the trainers are optional, so if you don't want any experience, then just surf to Cinnibar Island and then head east to the seafoam islands. You won't be able to access Articuno's area (well, you'll be able to, you just won't get it yet) until you've defeated all eight Kanto gyms. You can climb up the ladder on the south cave to battle Blaine.
In order to get to Articuno, you'll need to have a Pokemon that knows strength, so come prepared after beating all eight gyms.
