This is a pretty obvious statement that weathers are uncontrollable. No one can control the weather, and even other animals also can't control the weather. The weather is very natural, therefore you can't really control how you want the weather to be. You may not want the hurricane to hit land, but we can't really control where the hurricane will hit, but it's still possible that the hurricane might not hit land, and this is about probability. We also need to understand their importance behind, like rain is very important for life because they feed the land with some water, and everything needs enough water to survive long enough, so without rain, the land would dry up and everything would dehydrate to death. Rain is also part of the water cycle, and water cycle is an unstoppable natural event, and if the water cycle stopped, then we won't survive long enough as there'll be scarce water.

No one can control the weather because it's a very natural phenomenon, but we can try to predict what the might happen to the weather. However, the prediction isn't always accurate and sometimes, the weather might become different from their prediction. About checking the weather, we can still predict what may likely happen, but we can't really predict what will exactly or certainly happen as the weather might sometimes become different. If you started to worry that the weather might turn bad, there's nothing we can about it, so just try to "hope for the best and expect the worst". This phrase means that you can hope that something good might happen, but you also needed to prepare to anticipate that something bad may happen, and just take whatever it comes.
