To be honest multiple reasons, when CN shorten the time of toonami the viewer count decrease along with replacing most of the anime with shows the played throught the week (chowder, flapjack,ect). Some say that naruto put the final nail in the coffin others say Synider ( the new CEO at the time ), but either way they cancelled it for due to the lack of views.

Toonami Jetstream ended on January 30, 2009, which was about 4 months after the cancellation of Toonami itself. Cartoon Network probably wanted to leave Toonami Jetstream up for a while to make people happy.
