They're retention ponds. Walmart stores are big, and have big parking lots. That's a lot of asphalt and concrete, which in heavy rainfalls, creates a lot of runoff, since it displaces the previously permeable surface (grass) that used to occupy that space.
If new construction is put in without a retention pond, it tends to cause flooding during heavy rains in nearby low-lying areas.
