I hope this helps, I would take a calculated guess that it is strictly a safety factor (in an emergancy on the highway if your foot is on the brake you are less likely to be rear ended) and if this is indead true, than it is wired to the battery independent of your starter switch
If the brake lights are staying on even with your foot off the brake, it may be that the switch controlling the brake lights is broken. Beware; this can drain the battery.

Check the circuitry to the backup lights. The same fused circuit is probably used for both brake lights and backup lights. As you go past Reverse, the backup light probably is turned on briefly, causing the fuse to blow. It's just a thought, but I'd think it worth checking.
It is supposed to be turned on as soon as they activate the lights to pull you over. Most are automatically activated when the car stops or the lights are turned on.

I have run into the same thing with this kind of car. On the steering column at the top they have a switch that will turn the running lights on or turn them off. check the switch you may have hit it and turn it on.

Assuming you have the lights turned off, you are seeing the brake lights. They are more than likely on because the brake light switch is defective or out of adjustment.

There is a bushing that the brake light switch rest against when the brake pedal is not depressed. They are known to break. You can get a replacement bushing from any Honda dealer for around $5.00. Just tell them your brake lights stay on all the time and they will know what to give you.
if you leave the parking lights switch "ON" the lights will remain on, even if the car has been turned off.
There is a switch on top of the steering column dead center. You must have accidently turned it on. It's a parking light.
The brake lights will stay on if the switch is either out of adjustment or damaged. Pull up on the brake pedal to see if it will go out, if it does, you might be able to get by just adjusting the position of the brake light switch. BTW, it's on the brake pedal mechanism, under the dashboard.
