Lowest cost colors. Longest lasting colors. Very visible under most conditions. Other colors would more likeyl confuse or not been seen by people who are color blind. While they may not see the difference between white and yellow, at least they don't blend into the road surface as red, blue or green definitely would.

The only way to make a paint colour lighter is to add white paint to it. The amount will depend on how dark the starting paint colour is, how pale you want to make it. But usually it make a lot of white paint to noticeably lighten up a paint colour.

The question is too vague to answer well. It depends on how dark you want to make it. You would add tints (such as burnt umber or black) to darken the yellow, but you will have to know how much tint is already in it, and how much you will need to add to make it the color that you want.....there is only so much tint that you can put in the paint without having detrimental effects. If you want a darker color, often the "base" that the color will be mixed from will be a darker base....not white. You will probably be better off to just buy the color that you like.
