You can mix water into most latex paints up to a point. Usually eight ounces to a gallon. A better alternative is to add a latex paint additive, like Flotrol, that is made out of acrylic resin, that doesn't degrade the paint.

Latex (water based) paint will essentially dissolve in water; however a small amount of isopropyl (rubbing) alcohol will ensure removal, which you can then filter out.
An organic solvent should dissolve the latex. Problem is that it may destroy the hat in the process. Acetone is very "strong" and also dissolves some synthetic fabrics. Pure Petrol could possibly be a solution. It really mostly depends on the material the hat is made from. What can you apply to dissolve "latex plastic" and not dissolve the fabrics in the hat. Pure water and soap would not work, as latex is water resistant. You could try a shop where they specialize in paint. They might have a trick up their sleeve.
