The earth never runs out of water because water is inexhaustible, which means it cannot be entirely used up.

At present the Earth's water is continuously recycled through evaporation and precipitation and so there is a continuous supply of fresh water for our use. Eventually (billions of years from now) the Earth's water may be stripped away by the increasing heat from the sun, but this is beyond the potential raech of us as a species.

Most is, with the exception of that which is close to the ocean where the salts cannot be filtered out. In most areas, ground water is clean enough to drink. If you are on well water, there will be a higher concentration of minerals in the water and can cause keloids, or kidney stones. Even well water should be filtered too.

Ocean water is not consumable and lakes and rivers need to be replaced by rainfall. The amount of rainfall is limited so there is a set maximum rate at which we can use fresh water without depleting reserves.
