That depends on which wheel. If you have the front end off the ground and the car running in gear, only one wheel will usually turn. The power will go the the wheel with the least resistance. There will always be a difference in the drive wheels. Doesn't matter front or rear wheel drive. Front wheel drive and it's one of the back ones? Brake stuck, wheel bearing, one or the other.
There is so much information not given to answer this question.
As mentioned above one wheel on a driven axle just simply not turning with the wheels off the ground is normal, and a function of the differential. This could be complicated significantly on a car with a traction differential or traction control.
If it is simply that the wheel WON'T turn, then it could be a brake stuck, or a bad wheel bearing.
If you have a four-wheel drive vehicle and one wheel isn't turning under power, again, this is a function of the differential, and is a complicated question to answer without more information.
Depends on the type of car. Some have a fiber washer on the base of the steering column in the engine compartment that can break. If the car has rack and pinon steering, that can strip. That's the two places that would keep both wheels from turning.
turn steering wheel to left tight while turning key
Turn the steering wheel hard to the left or right while turning the key.
try turning your steering wheel hard either way WHILE turning the key, sometimes the steering wheel locking mechanism interferes. you wont be able to turn your steering wheel like your actually turning, just move it and it should let the key turn
Try jiggling the steering wheel while turning the key. Sometimes if the wheels are slights turned when you shut it off the steering wheel is pressed against the ignition switch inside the column. If that doesn't do it you probably will need a new key.
The steering wheel and key are linked together for anti-theft purposes. Try turning the wheel hard one way and see if the key becomes loose - can turn or be withdrawn. If no luck, try turning the wheel hard the other way. ***** Mine was tied to the electric system. My wife pulled the electric seat controls off of the door by closing it to hard. I had to rewire those first then the ignition unlocked. Good Luck.
try rocking/turning the wheel while turning the key.
The Steering Column locks the wheel in place and when the steering wheel is locked you cannot turn the key... try turning the key with gentle force while turning the steering wheel back and forth.
Low on steering pump fluid or a lose belt
Try turning steering wheel slightly while you do it.
just turn the key til the point it goes(gently).when it stops, move the steering wheel while turning the key.

It could be low fluid in the power steering pump.
Well, if your steering wheel was crooked it can cause the car to lock up, jiggle the steering wheel WHILE turning the key in the ignition.
turn steering wheel to left tight while turning key
You simply need to turn your steering wheel either way to get the ignition switch to unlock. Turn the key while you are turning the steering wheel and it will unlock it.
Try jiggling the steering wheel while turning the key. Sometimes if the steering wheel is in a bit of a bind, the key won't turn.
So it would seem. If the ignition is in the column it may also be jammed by the steering wheel lock. Try turning the steering wheel and holding it while turning the ignition key.
