The plates are either moving past each other (transform boundary), toward each other (convergent boundary) or away from each other (divergent boundary). In some cases when there is a convergent boundary, one plate will be subducted under the other plate. During this process and the process occurring at a transform boundary, the plates don't slide easily past each other because they are jagged. The plates can get locked. Stress continues to build. Eventually, the stress becomes so great that the plates "pop" free. When that happens, there is a tremendous amount of energy released in the form of an earthquake.

earthqaukes and tsunamies are located at the boundaries of techtonic plates because they tend to slide on and below each other causing them to "fault" that's how earthquakes and tsunamies happen

Think of earth's tectonic plates for a minute as if they were ordinary dinner plates on a tabletop.

Imagine them in constant motion (which the earth's tectonic plates are). Sooner or later, two of the plate edges are going to meet and crash into each other. That happens at the plate's "boundaries" (edges). Where else could it happen, when you think about it?

Perhaps you meant "Why most earthquakes occur near the boundaries of tectonic plates?". This is because the tectonic plates move relative to each other at their boundaries, this relative movement causes many of the earthquakes that occur. In the centers of tectonic plates there is little relative movement and thus fewer earthquakes.
