A morning or evening shadow is longer than a noonshadow because the sun is on an angle and a noon shadow is shorter because the sun is directly above us. It can also depend on the time of year too.
Basically due to atmospheric refraction.When sun is located nearly at the side of horizon then light coming from its periphery region passes throughly successively varying optical density of earth and due to this light bends and when it falls finally on obsevers eye then it has bended lot. So now observer interprets the periphery along the direction of final refracted ray. This final refracted ray produces the image slightly above of real periphery. Due to this we always see virtual periphery around the sun. It happens only due to atmospheric refraction which allow then bending of light most at side of horizon only.
