there is a possibility, it depends on how strong the quake is, tsunamis do not occur on a type 2-3 quakes, tsunamis occur during the shift of the tectonic plates under the ground. quakes with intensity of 2-3 often develop cyclones or whirlpools. but immediately evacuate the area if an earthquake is occurring.

You are safer using the stairs to evacuate the building than trying to use the elevator. Because you might fall and get injured or maybe die.
So that people who chose to live in that area make an informed decision about doing so. Buildings and other infrastructure can be designed to be more robust against earthquake damage.
When an earthquake hits, people will get hurt, if you don't move out of the area.
