They are different time periods and centuries. The baroque period was before romantic. Baroque art was more of catching their subjects in action and it was also more realistic, while romantic art is usually more of heroic. This is the major difference without going into the different aspects and uniqueness of each one.
The Classical Period (480-323 B.C.) of ancient Greece began with triumph of Athens over Persian armies. Under the political leadership of Pericles, Athens entered a Golden Age (480-404 B.C.), developing a vigorous democracy that, despite its achievements, denied most women any rights and eventually brought ruin on itself.
Two big art periods are Baroque and the Renaissance. The Renaissance occurred in western Europe between the 15th and the 16th Century. Renaissance literally translates from french as "Rebirth. It was the rebirth of classical themes from the Greek and Romans. The act of drawing things in 3D on a 2D plane, known as Perspective, was invented during this time. Famous artists like Michelangelo, Donatello, and Leonardo Da Vinci were considered the "kings" of the Renaissance. Baroque was a period of movement and emotion during the 17th Century also in Western Europe. Baroque happened during the Counter-Reformation when the Catholic church wanted to bring people back from the Protestant churches. This period is known for its movement in paintings and sculpture. Famous artists like Diego Velazquez, Caravaggio and Bernini are known for their use of space. Differences: The Renaissance was a very religious time that occurred after Medieval times. It celebrated the catholic church and the common iconography associated with religion. God, Christ, Virgin Mary, Saints, Holy Spirit and Disciples were all used in many paintings. Whereas the Baroque period celebrated light, movement and the emotion that paintings and sculpture can cause. Baroque sculptures were more concerned with the space that involved the viewer and the "photograph" like action that would occur within the piece. Baroque stepped away from religion and was also concerned with everyday life. Caravaggio mainly focused on the "everyday". They also used very dark scenes with very little light.
Do you mean Classical or Neo-Classical? Classical art was ancient Greek and Roman. Neoclassical was the revival of the art, archetecture, lierature, and philosophy from ancient Greece and Rome. The Neoclassical period was occured between the Renaissance and the Romantic Era.

Because not everyone stopped composing in the old styles and forms or began the new ones at the same time. The Baroque and Classical periods overlapped to a great extent, as did all earlier and later periods. It's impossible to point to a date and say before that date everyone was composing Baroque-style music and after it everyone wrote in Classical styles. Music constantly evolves, and the named "eras" are given dates from hindsight. For example, Beethoven's early music was in the Classical style, based on Mozart and Haydn; his later compositions broke free of the precision and structure of classical forms and became freer and more emotional, leading into the Romantic period.
