Why is your 1991 camaro rs 305tbi not getting power to the relay or the fuel pump without jumping the wire it wont run it turns over but wont start?

Had same problem on my 1990 rs took it to two mechanics could not find issue.
Its a fuse blade type kinda hidden where the battery goes its a black connector pop the top on it and replace fuse , it should run after that. Mine got fried when i gave someone a jumpstart.
