You dont get Arceus in HeartGold. You need to trade one from another HeartGold or SoulSilver or trade one from the Sinnoh region games. WARNIG: IF YOU HAVE AN ARCEUS ON BLACK OR WHITE YOU CAN NOT TRADE IT BACK TO THE JOHTO OR SINNOH GAMES.
You can breed Torterra with another Torterra or Grotle at the DayCare, but you can also breed it with a Ditto. The DayCare Man will tell you when there is an Egg for that, that would be a Turtwig.

The way things work is that the action replay provides codes for games. if you write a code wrong, the action replay detects the error and tell the game what to do. like you try to get a Pokemon, write the code wrong, and you get a bad egg. So, either the code isn't for Heartgold, or you wrote the code wrong.
