Could be a bad starter drive or a broken tooth on flywheel/converter
Try turning motor manually (make sure it is in neutral if std.) by using a large socket on the crankshaft. If starter works this way probably a bad tooth if not, probably a bad starter drive

Turn on your headlights and try to sart the engine. If the lights go out the battery is probably bad. The contacts on the starter solonoid don't cause it to click.

Please provide more info on what you mean by 'ignition'. Reason is that there are more specific items such as ignition coil (pack), ignition switch, etc...
In my 97 Jetta, the key does not spring completely back from the start position to the run position by itself.I figured it out after burning through one starter motor.
The starting motor for a 1996 Neon is on the side of the engine block. The starter is at the rear at the transmission.

The part of the starter called the starter drive is shot and hopefully the flywheel ring gear is not damaged also. I would recomend removing the starter and inspecting the flywheel ring gear and if it looks okay replace the starter with a rebuilt or new one.
