No. Never use primer to change wall colors. I once bought a house that was just renovated. Everything was nice; but the walls. The renovators cheaped out and just covered the walls in white primer, it made them all feel like sandpaper.

I would probably put a primer coat on first. A good primer is Kilz, which will also cover stains. It is worth the money to buy a good brand of primer since it will save you work and make your new paint look its best.

You can just go right over the old paint. However, I would suggest that you prime the wall first. An economical trick is to have the primer tinted to the paint color (any place you are buying a custom color can do this for you) then you can put on the finish coat and it will cover just like you put on two finish coats. If you do not know what the custom color is you will probably need to put on two finish coats, the first coat will act as the primer.
There are many types of primers. it depends on what surface you are using the primer on really. if you are working on timber, you must use pink wood primer BUT you must use Shellac Knotting first on the brown circles (knots) on the wood.
