First thing that MUST be determined is whether the "signature" is actually a signature or is a printed signature. To test for printed or real, tilt the print toward a light bulb and using a magnifying glass look for the pixels to either have dots in the signature or see if there is a layer of blue or blank ink laying on top of the image pixels. If it is signed, then you need to check for authenticity. The best way is to find someone of known honesty who is selling something signed by the artist and compare your signature with the one known to be real. A real Norman Rockwell signature on a authentic painting would be determined by the current auction rate for a similar painting by him of the same size.
