Best homemade bra stuffers not toilet paper or tissues and I don't want to buy a bra or push up bra what's a good idea?

She had me buy a pack of ankle stockings at Target and put enough rice in a pair of them to fill my bra out. You can even start out as small or as large as you feel comfortable with. I have about a cup of rice in each one right now. They're almost the same weight as the real thing and they hold their shape pretty well, just don't let them get wet. They even bounce when I run!
