Not a good idea if you expect it to give good coverage.
Exterior paint is subject to so many harsh conditions, including pollution, weather and the expansion and contraction of the building, that it should be the best the homeowner can afford. Epoxy paint has great holding power, but it's too expensive to paint the entire exterior of a house. A cement based paint will do the job, but it comes in powder form and has to be mixed with water. It can only be used on unpainted masonry, which has to be hosed down before the paint is applied. Latex paints are very good in tolerating the alkali that comes from brick or masonry, and it's less expensive than epoxy. The best way to apply paint to an exterior is with a good, sturdy set of paintbrushes. Rollers and spray guns simply won't do the job as well.
The best way is to scrape it right back to original. If you leave any of the paint on it you wil find that the whole problem may start again. On the other hand you can clean the peeled parts of the job as well as possible then paint the area you treated with masonry glue slightly watered down. Then wipe it down with a wet cloth to remove the excess glue. Allow it to dry and paint over the whole lot with a good quality acrylic paint.

Probably purple and white, watered down a bit if you're using paint.
Diluted paint is paint that has been mixed with a liquid, such as water or a medium, to reduce its intensity and create a more translucent or softer effect. This can be useful for creating washes, glazes, or layering techniques in painting.
The answer is "watered down pink."
NO they aren't. You can do a white wash finish using watered down paint, but a pickling stain has lime in it. This produces a slightly different effect. A pickling stain will tend to accentuate the wood grain a little more noticeably and will also have a few more shades of color giving a little more depth to the finished look.

I think if you really watered down the paint and used latex it would have a staining effect. I have actually been thinking of doing my own. Let us know how it works. You could always try on a carpet scrap.
it is watered down, a lot
First of you are going to want to sand down the wood, this gets off all of the previous paint and readies the surface for a new coat. You can choose to stain it with any color of stain or you can use an exterior paint.
