Well kinda, sorta, but not really. I will explain, as the rechargeable battery is used it generates heat, this heat will break down and limit the power available for the device. When you cool the battery down it allows or extends the available power from the battery because it's not lost in the generating heat issue. So if batteries are allowed to be kept cool the power they hold will be extended because there is no thermal loss and resistance due to the heat of use. But actually placing them in the freezer does nothing for them other than possibly cracking the battery case and voiding any warranty. Thermal loss is and issue with Ni-cad and Lithium Ion batteries in heavy service situations so let them cool after charging and if you are using the phone a lot consider having another charged "cool" battery handy.
