It depends on how you intend to install the plastic tiles. If you are going to mechanically fasten them, say with screws or nails, then go for it. If you are going to glue them, then never a good idea. I would remove the wallpaper. It's time consuming and can be a mess, but ultimately I would sleep better knowing my tiles aren't going to fall off the wall.
