The Queen of England.
No. You may write a letter to her, but it would be read by the Queen's secretarial staff and not by the Queen herself (unless they decide to pass it to her).
There has not been a Queen (or King) of England for over 300 years. England is a part of, but not the same as, The United Kingdom of Great Britain and Northern Ireland. The monarch of the United Kingdom is Her Majesty, Queen Elizabeth II. You could speak to the Queen if you were invited to attend an official event at which she is present of which there are many throughout the year and on her visits to Commonwealth Territories. You can write to her at: Her Majesty The Queen Buckingham Palace London SW1A 1AA

A queen is "une reine" in French.
The only way to know for sure would be to ask her. You could write to the palace and try but she may refuse to answer in case her reply was used for commercial purposes. And, of course there is no "Queen of England" - not since the year 1707.
Mary of Scotland is usually referred to as Mary Queen of Scots.
It is very unlikely that the Queen of England had the time to write so many plays and poems. William also acted in person at the Globe when women were not allowed on the stage.
