Firstly DO NOT adhere to the paint. It will be at floor level very quickly.
There are a number of differing ways depending on the holder.
1. make the wall around the holder and using a craft knife cut into the paint following the profile then using diagonal light cuts score the paint and and scrap back to bare wall. A good quality resin adhesive is used to cover the holders back place and then the holder help in place whilst the resin dries . This is great if using fast drying resin (from a good builders merchant)
2. scrap away paint to a sound surface again behind where the hold will sit sand the area to about 3 inches of the holder using a reliable type fast dry grab like no nails fit to wall some people use galvanised nails right beneath the holder to take the weight whilst drying but this is unpredictable as the nails need exact leveling etc
Then paint back to the holder to make a a seamless finish
Preferred option is first one. Although a little time consuming it causes less peripheral damage and can be undertaken when most of the family are away from the hours so that the holder isn't in demand.
