The ECU controls the idle speed and its programmed electronically. You need OBDII reader and computer to access the ECU parameters however I guess idle speed may be hard programmed and not changeable. If your car runs too fast or too slow at idle then there is a problem elsewhere that you need to sort out?

Does the peugeot 406 hdi need a turbo timer?

The Peugeot 406 HDi does not necessarily require a turbo timer, as modern turbocharged engines, including the HDi, are designed to handle the heat generated during operation. Allowing the engine to idle for a short period before shutting it off can help cool the turbo, but this is typically sufficient without a dedicated turbo timer. Regular maintenance and proper driving habits are more crucial for the longevity of the turbocharger.
