If you are using commercial wall papers created for a dolls house with the correct size ratio then you can use a slightly watered down PVA glue. Cut the paper to more or less size and shape - CHECK IT FITS or is slightly large than required - apply the PVA and wait a few moments. This allows the water in the glue to be absorbed by the paper. It will also make the paper slightly more pliable.
