You may read that taking off the inner wheel housing is necessary to replace bumper mounted turn lamp on a 99 cavalier. This set of instructions were written by GM techs, and while this is very likely the process they use (and charge $88/ hour to perform) there might be an easier way on your vehicle. I just completed this for $5.64 CAN., and about 45min time.
Pop hood. Remove black plastic cover over headlamps. This will give you visibility for next steps. (6) plastic locking tabs holding cover can be easily removed with side cutters and care if you don't have the tool. Pull the center pin up away from the collar, as if you were pulling a nail out. Do not squeeze so tightly as to cut the pins off!
Without jacking the vehicle up, lay on the ground face up with your feet toward the burnt out bulb. Get your shoulder positioned so that your hand can extend to reach the turn signal bulb housing in the bumper.
There is an window opening (spaning from bumper midpoint 2 feet wide passenger to driver, 8 inches wide front to back of vehicle) in the underside of front bumper. Shove your hand (and forearm actually) up toward the lamp assembly. You will feel wire flex loom (black plastic cover with slit along it) on your way. Give the lamp housing a 1/4 turn anti-clockwise, and remove the buld holder. The lead wires (3) and flex loom cover are long enough to pull back toward you and into that same window in the bottom of the bumper. If you removed the upper black plastic splash sheild as noted above, you will have an easy time to work from a standing position now, removing burnt out bulb and replacing it. On mine it was a 3357 clear bulb. Make sure to replace with same that came out of your vehicle. Housings and filaments are different and are issued different numbers for intent of purpose.
Test the turn signal now while it is visible.
Re-install bulb and holder into lens assembly and rotate clock-wise 1/4 turn. Remember, when you go to locate this time you will have to imagine the insertion 1/4 anti clockwise prior to twisting into position. Make sure that it is as tight as you are able to get it (it is not easy mind you - you can't see it so will have to imagine the parts) so that water, salt etc.. cant get in there.

To change the rear left turn signal bulb on your 1997 Cavalier, first, open the trunk and locate the access panel on the left side. Remove the panel or the screws securing the tail light assembly. Twist the bulb socket counterclockwise to remove it, then pull out the old bulb and replace it with a new one. Reassemble the tail light assembly and test the turn signal to ensure it's working properly.
Open trunk. Remove gray thumb screw behind turn signal in trunk. Pull back carpet. Twist light socket clockwise, pull. Pull bulb out of socket.
Replacing a turn signal bulb on a 2005 Chevy Cavalier can take less than a few minutes requiring no tools and just the bulb itself. First locate the housing the turn signal located in the trunk, then remove the plastic cover. Pull out the old bulb and install the new unit.
Answer : unscrew the signal lens and remove the signal bulb and replace with 1157 bulb reverse process
It screws in from the rear. TAke the light assy off.

For the front turn signal on a Chevy S-10 you remove the parking lamp lenses and replace the bulbs. If it is a rear turn signal bulb the taillight lenses will have to be removed to access the bulb.
If only the right rear brake/signal light is effected it is not the fuse. Inspect the right rear brake/signal bulb, socket and wiring.
