The first thing you do is Get a core of people inserted in forming the club together. Work out a set of rules and a constitution regarding its operation . Then approach fellow students and get them to sign a petition stating that they would like to see you form this club. that will make the people on authority feel that you are dealing with the issue seriously and they will probably end up backing you, depending on what the club is about .
