Without removing the tank, the easiest way is to remove the fuel line from the tank, connect a 2 foot piece of line to the tank, open the petcock and drain into a bucket or gas can. To remove any left over fuel in hard to reach places, use an old turkey baster.

Well, I'm not all that familiar w/ Cub Cadet tractors, but, first off I'd pull the main fuel line going to the carb.; then drain the gas into a container approved as such for gasoline. Then you could pump the remainder out w/ a small 'hand' pump that has a long tube hooked to a small plastic/rubber squeezer (kinda like a babies snot remover) with another hose coming from the outlet side of the pump to drain the rest from the tank. If'n of course, you aren't able to find a drain valve (sill-cock) on the tank that is! You can pick up one of those hand pumps at your local hardware store relatively cheap, they come in very handy on many occasions and are well worth the price paid, in my humble opinion at least...
